I am having a strange issue :)
fresh install of F28 aarch64, dnf -y upgrade, reboot leads me to a none booting system.
looking at the console (HDMI) I can see the boot process and it is stucked on starting the root filesystem (" A start job is running for dev-mapp...2droot.devices (2mins 1s / no limit)")
1/ without any dnf upgrade, the system is rebooting perfectly 2/ I can wait more than 10 min with the same result
any hints? :)

Well some more details are useful, like what kernel would be a useful start. Does it boot if you select the old kernel from the grub menu?

before upgrade kernel : 4.16.3-301.fc28.aarch64 after upgrade kernel : 4.16.6-302.fc28.aarch64
ok, I tried it twice yesterday with this same issue, this morning it is ok ... there is something magical unless updates have been published this night ...

Well there's a newer 4.16.7 kernel on it's way out, but there's nothing of note there for the RPi, the next one after than when it's built will have a slight improvement around memory use by the vc4 display driver.
I think you've run into the traditional problem is it never works until you report the problem to IT at which point is always works.
Only thought is what is the rating of your PSU, make sure it's 2.5 AMPs as I've seen problematic PSUs cause intermittent problems in the past.
Similar experience Since few update of the Kernel. The latest which work is 4.16.8 !
