From my POV that means badges are CC BY-SA 3.0 Unported, because of FPCA. If that being true, I would suggest adding this information to the footer of the page and also tracking the author of the graphics in YAML and displaying it on badge details page.

Today, Sayan and I did a triage of all existing bug tickets in preparation for the planned revamp of Tahrir in coming months. I just pushed an explicit [https://git.fedorahosted.org/cgit/badges.git/tree/LICENSE LICENSE file] to the Badges repository as well as adding a legal section to the [https://git.fedorahosted.org/cgit/badges.git/tree/README.md README].
Sayan is going to file an issue upstream in Tahrir about making the licensing more visible in the front-end of Tahrir. Once he files the upstream issue, this ticket can be closed. :)
