Previously, it was possible to build RHEL8 packages on RHEL7. But since glibc use RichDeps, it is now not possible. Even with bootstrap.

If you have builders on RHEL7 you should get prepare for that.

rpm has already been fixed internally, and the glibc build that picks up this change is making progress as well. I still hope we can go back to the previous state.
(I don't think the problematic rpm and glibc builds were ever available externally.)
