Koji is a system to manage rpm builds via mock on a farm of builders. It does a lot to manage this, but at the end of the day that is what it is for.

Koji may be a bit overkill if you're only adding a few packages. Perhaps you're looking for the tools needed to actually take those packages and turn them into an installable set?

case use from development, list actors, etc., administrator manual.

No, we want use koji, for our own distribucion, we have infrastructure so what we need is only information about implementation.
thanks
And contribute with fedora in translation, maintenance with packages. No being spin of fedora.

I feel like we're losing something in translation. Are you looking for documentation? We're a little light on administrative docs right now, but I plan to have something better in the next month or so. In the meantime, there is this page: http://fedoraproject.org/wiki/Koji/ServerHowTo
