I have released new mock-core-configs with epel-8-* configs which points to CentOS 8 plus EPEL. https://bodhi.fedoraproject.org/updates/?packages=mock-core-configs
Please test it and report any issues.
I'm wondering if the configs should enable PowerTools by default. A number of development packages are kept in there...

They really need to. You can compile only some HelloWorld's without it.
