I saw this too, but couldn't find the solution.
If you comment this line:
Include conf.d/*.conf
in /etc/httd/conf/httpd.conf Apache at least will start. Unfortunately it still hangs on any request and therefore is unusable. Strace:

Can anybody reproduce this with F14 on EC2? httpd appears to be hanging in __readdir64_r.
