Is there a reason the ostree remote for f23 ( https://dl.fedoraproject.org/pub/fedora/linux/atomic/23/) hasn't been updated since "Wed 28 Oct 2015 10:50:12 AM UTC" ?

This is something you should ask releng or infra not here. I believe that we needed to update a script to sync the content, apparently we have not yet done so.
