The trick is making it look good during a boot process that can take an unknown amount of time. (Probably we would need to run the animation once quickly like that, then stop animating until boot completes?) And turning it into a Plymouth theme. And handling offline updates.
But yeah, something like that!
I vaguely recall around the time I joined Fedora, someone - I forget who, could be Harald - invested rather a lot of work in implementing all the necessary bits so we got an almost perfectly themed and mode- switch-free boot process from grub through to the desktop.
What happened after that, of course, is we threw out half those components and rewrote the other half so that all become history in about three months flat...
