Two years ago, plus a year of implementation (F-20 -> 21 was a year) plus the planning prior... I personally don't call that recent either.
There should be a clear distinction between what the base OS is and what the applications that run on top of it are. Not for technical reasons so much, but for "branding" reasons mainly.
We're actually working on that, too, wih the Modularity initiative. On the desktop side of things, the rough plan is to start shipping some "application modules" as flatpaks.
