I saw RHBZ 2071228 [1] proposed as a freeze exception, but it looks blockery to me. The report specifically mentions the fa_IR locale. It would be very helpful for the purposes of blocker decision to know if the problem is specific to that locale or if others are affected.
I've tried to reproduce it using the steps in the bug, but I haven't been able to. That could be entirely a Me Problem™ though.

A bit more data I didn't set fa_IR but using my usual US English settings I opened a file made some edits and click the x in the windpr cprner to close gedit without saving and it came up with the warning asking me if I wanted to save first. I clicked discard and it closed normally. When I reopened the file the edits were not present as I would expect.
