FWIW, everything that gutenprint links against, and everything they pull in, appears to be compatible with the notion "treat Gutenprint as GPLv3+" for purposes of linking against libcups.
...Assuming the Fedora 26 rpm database's license tags are accurate. :)

Meanwhile, I've raised this concern on the Gutenprint mailing list and we'll see how the conversation goes.
So far, the concensus is that this doesn't appear to matter today (thanks to the ability to implicitly promote the GPLv2+ to v3) but it interferes with future plans. It's still being discussed.
