I am sure rpmlint used to indicate when debuginfos were empty. eg., in the past one package was using 'install -s' and rpmlint complained about an empty debuginfo. However right now this is not so.
[rishi@ginger x86_64]$ rpmlint osmo-debuginfo-0.2.4-5.fc11.x86_64.rpm 1 packages and 0 specfiles checked; 0 errors, 0 warnings. [rishi@ginger x86_64]$ rpm --list -qp osmo-debuginfo-0.2.4-5.fc11.x86_64.rpm /usr/lib/debug /usr/lib/debug/.build-id /usr/lib/debug/.build-id/97 /usr/lib/debug/.build-id/97/8fa669630401596774b8c60d2ed8e857becc26 /usr/lib/debug/.build-id/97/8fa669630401596774b8c60d2ed8e857becc26.debug /usr/lib/debug/usr /usr/lib/debug/usr/bin /usr/lib/debug/usr/bin/osmo.debug [rishi@ginger x86_64]$ rpm -q rpmlint rpmlint-0.87-1.fc10.noarch [rishi@ginger x86_64]$
