Looks like mod_access is missing from httpd in FC5T3. Am I missing something?

Aha... I knew I was missing something... A lot of applications look for mod_access, notably directory server, I wonder if this name change needs to be filed as a bug against fedora-ds...

It would be a bug against FDS (imho). Apache isn't broken by changing/removing mod_access. FDS will need to have some type of compatibility logic to handle Apache < 2.2 and Apache >= 2.2 installations appropriately.
