Any reason lib qt isn't available in FC4?
It's used by the kernel makefile with 'make xconfig'; seem odd not to provide it.

You are looking for qt-devel
make xconfig shows:
/usr/bin/ld: cannot find -lqt
shouldn't the error message be:
/usr/bin/ld: cannot find -lqt-devel
if it was looking for qt-devel? Kernel make file bug?
Even if the kernel is looking for qt-devel shouldn't it be included in the std distribution? You might prefer/need doing a make xconfig so it's obviously an important component.
Seems it should be installed in:
/usr/lib/qt-3.3/lib and /usr/lib64/qt-3.3/lib
files in /etc/ld.so.conf.d look fine.
So what do 'we all' need to do to install qt-devel?

no.. the *package* should be called "qt-devel", and it should have the "libqt" that the kernel makefile is looking for.
try that.

Rest assured, you're chasing ghosts. ;)
The Qt packages are called "qt" and "qt-devel". The former for run-time needed libraries. The latter for software development, compilation, etc.

Install the qt-devel package, then source /etc/profile.d/qt.sh and try again.
. /etc/profile.d/qt.sh
If it still doesn't work for you, are you on i386 or x86_64? What is in /etc/profile.d/qt.sh?
