It's pretty straightforward. http://fedora.redhat.com/participate/documentation-quick-start/ will give you a good overview of the process. After that, it's picking a topic, reading http://fedora.redhat.com/participate/documentation- guide/ , checking out example tutorial from CVS, and writing.
