While I am writing up the formal "nominations are now open" email, I did some modifications to various pages.

Some of you are watching these changes (by setting your 'Subscribed wiki pages' to include Docs.* or DocsProject.* in your UserPreferences page), but I wanted to give a request to all to read through these pages. Probably best if we resolve objections and questions _before_ we open nominations. :)

This page content and the entire election tools/process was borrowed directly from recent FESCo elections. There is about 20% difference in the content, so it is already fairly well vetted.
