I was wondering how to request access to cla_redhat, instead of signing the CLA. Do I request this by modifying my Fedora account?

Unless you have a corporate agreement between your employer and Red Hat there's really no way to do it besides signing the CLA for legal reasons.

This should ideally be separated out into a common area and linked from everywhere that we require contributors to get a Fedora account.
