If I try to translate, and waht just a POT file to work on, are there any utility to do so with out download all code?
For fedora related package, you can go to: http://fedora.redhat.com/projects/translations/
Read FAQ and sign up a account, then you can checkout the pot files only.
You can also join fedora-trans-list for any translation, po files related queries.

Go to http://carolina.mff.cuni.cz/%7Etrmac/fedora-i18n.html and click on the name of the file you want to translate. This will open the POT file in your browser.
If you want the file that corresponds to your language, just click on the number with the translation percentage.
