Do you have iiimf-le-unit installed? The FC3 version should include tables for Vietnamese.
What locale are you running in? Vietnamese?
Then if you have the input switcher applet running in the gnome panel you should see Vietnamese listed or be able to add it with its language list editting dialog.
Alternatively try Ctrl-Shift-Space and in an application and you should see a list of Languages Engines to choose from including Vietnamese.
