Seems the process gets to 99% (4612/4616) and hangs. I will plan to let it go for ~1hour then 'poweroff'
What details can I provide beyond the above? What is next?

quick update :
With some patience I left it running ... just got ~ 'error: While fetching https://(...) Timeout was reached'
I will plan to retry later this day.

I havent seen that on x86, on hardware or vm. Could you file a bug with more details so we can start tracking it.

I got in to https://bugzilla.redhat.com and created a bug (see = https://bugzilla.redhat.com/show_bug.cgi?id=1652995 ) I hope this starts the process as you all need it.
I suspect the issue may lay in the lower power device I pulled to do testing. I had purchased a lot of Lenovo ThinkPad X100e devices so I could have items to use for testing different situations. It my just be that these are too weak. I also have a few RPi machines and looking first to get the RPi3B+ working but have issues there too.

P = AMD Athlon Neo Processor MV-40 M = 2GB S = 16GB N = Gigabit Ethernet , Wifi

I'm not sure they're too weak, I suspect it's either issues with the network, wired or wifi, that are causing the issues there but it seems that the issue is device specific as I'n not seen other reports and certainly not seen the issue myself across a number of devices or VMs.
