Description of problem:
gradle-local uses mvn_build under the hood, but it doesn't pull it in as a
dependency. IMO, mvn_build should be moved to javapackages-local.
How reproducible:
always
Steps to Reproduce:
1. Rebuild something with gradle-local without having BR on maven-local
Actual results:
/usr/bin/python3: can't open file '/usr/share/java-utils/mvn_build.py': [Errno
2] No such file or directory
Expected results:
build it
