I do not think that sprinkling "Requires: kernel-module(joydev)" all over the place for something which is really just core functionality which apps should be able to rely on is a good idea. Esp. not when we are talking about a module which is 6784 bytes on the filesystem.
Also these requires have funny side effects, they cause dnf to install kernel-debug rather then kernel-modules-extra when the module is not already present on the system which sorta defeats the purpose.

Just do: "dnf install joystick-support" on an F-22 system without kernel-modules-extra installed to reproduce.
What component, strange thing called dnf, stick of joy, or kernel?
Lets start with filing a bug against dnf for this and then see from there.
