I read your infos and docs from the links,
also , I subscribe to mono mailing list.
The jetbrains.com - rider is cool but € 299.00 is huge for one IDE.
I used the default mono fedora IDE - MonoDevelop and is free.
I used C# with windows and AForge libs, Unity under Windows in the past.
I need to use with libs into Fedora - linux and Gtk .
I saw some packages con be imported into MonoDevelop but not docs, example
or tutorials and this make me dig to libs and development.
I think will be great if fedora user will have a learning C# option
(maybe a wiki page, magazine articles - tutorials or here[1])

You can (or rather you should) also take a look at the actual dotnet
instead of mono, we also have .NET SIG[2] maintaining dotnet packages in
Fedora. If you would have questions about dotnet, feel free to ask in our
mailing list[3] or irc[4] (but please don't leave right after asking a
question - it takes hours to get an answer when people are asleep.
Timezones.) Or you can ask me off the list as well, i'll be happy to answer
any questions. You can install dotnet packages from our copr[5]
A bit of info what is .NET Core, since you don't seem like you know about
it - here[6]
And last but not least I would recommend looking at Jetbrains Rider[7] IDE
for your C# needs, whether it would be mono, netcore or aspnetcore.
