I try build last release. But I need some help to complies with fedora rules

mono-devel packages are far behind upstream, and the mono-sig seems unresponsive as whole. This leads me to a question, do we have a maintainer for mono?

I can take a look at it within the next month or two if there really isn't anyone else...
