Hi, the wiki-based packaging guidelines note that users or groups created by a package should not be removed [1]. This has been omitted from the current guidelines [2]. Is that deliberate (i.e. this rule no longer stands) or an oversight?

Thank you for pointing this out. Looking at the initial conversion of that page from the wiki into git (commit8a2c101fb5677dca34e764208893b34daee753bc from 2018-09-21 , that admon block simply isn't there. I do not know why, as it seems to have been in the wiki page source at the time (added in 2013).
It is certainly still true that no package may ever remove a user or group from the system. I will look over the document, add the missing section back in and see if anything else is missing.

Asciidoc convertion of admon blocks was bungled.
I'm working right now on another guideline part where the central concept, that was in an important admon block was just replaced with empty lines.
Since I'm rewriting the page now, and intend to push the result soonish to FPC, I won’t fix the conversion, but I wonder how many Fedora guidelines have been purged of important parts.
A quick check indicates that ALL <admon/...> blocks are simply gone, see e.g. missing block in cron jobs section [1][2] or all the examples in crypto-policies [3][4].
That is a lot of crucial information missing, unfortunately.
