You have unwittingly stumbled upon a hornet's nest. :)

Availability is a "special" metric. There is no way to define how often a specific resource's availability is checked. It is reconfigurable per agent (see agent-configuration.xml for the availability period check).

Rather than rehash the details, I'm sure there are wiki pages, bugzillas, and threads discussing this - specifically how we can make availability checks more configurable. I'll let Joe and Heiko and Greg and Jay and the rest chime in with their normal grumblings about the current implementation :) and their ideas as to how to make it better.

Suffice it to say, there's lots of ideas floating around, we just need to figure out what we want to do and schedule some dev time to do it.
