The larger file for Workstation is the Live image; for Server it is the full DVD with all of the basic server stuff included. The smaller images are the network installers. You can see these in the "Other Downloads" sections on the right on getfedora.org as well.

I don't understand the problem you are trying to identify here. What is the lack of comfort, and what specifically should people be careful about?
If you are concerned about the authenticity of both images, check the file
http://mirrors.syringanetworks.net/fedora/linux/releases/26/Server/x86_64/is...
which has checksums for both the regular and netinst images and which is signed with the Fedora GPG key.

If you were comparing apples to apples, yes. However, you have a mix of live workstation ISOs, netinstall workstation ISOs and a server ISO. Of course they're different sizes. Those are two different files. One is a server spin, the other is a workstation spin. They have different sets of packages.

Workstation versus server spins.
The really big GB files are complete installation disc images. The smaller 1/2 gig files are the network installers. You get a smaller initial download to start off the installation, and it pulls in what else is needed, off the net. Which, since most people don't install everything and the kitchen sink, ought to be smaller, overall.
