That's because the two do different things. The rpm looks for the package that owns a specific file, something I find quite useful.

Hi Jack,
Their repo's web site is all buggered up such that they only allow dnf to see the latest release. This may or may not be on purpose.
Fortunately, I remembered I can read html.
