$ rpm -qa
Which will likely be a lot, you can pipe to less to scroll or dump into a file for grepping or later use:
$ rpm -qa | less $ rpm -qa > installed.txt

Plus rpm -qa lists the gpg-pubkey packages, which dnf doesn't show.
