I've fresh install of F32 and cannot install xxdiff which is missing from repos:
# dnf install xxdiff Last metadata expiration check: 0:52:40 ago on Thu 02 Jul 2020 01:25:14 PM CEST. No match for argument: xxdiff Error: Unable to find a match: xxdiff
A F32 system which was upgraded from F31 has xxdiff installed. What happened to xxdiff?

xxdiff-tools is a python2 package, and so is obsoleted in F32 because of the end of support for python2 by the developers. You can probably go to koji and get the F31 xxdiff src.rpm package, rpmbuild it, install python2 on your system, and run it still, but it will receive no maintenance. You might even be able to still use the binary rpms for xxdiff and xxdiff-tools from F31. Both of these are contingent on the dependencies being available. You might have to install a lot of them the same way to get it working on F32.

Thanks for the explaination. I've found and installed a xxdiff-4.0.1-10.fc31.x86_64.rpm. Works like a charm.

At least two strikes against: python2 and lack of unicode support. Maybe lack of Wayland support is a 3rd strike. One of the other tools mentioned at https://www.tecmint.com/best-linux-file-diff-tools-comparison/ might meet your use case.
