Getting them in staging requires some commitment to them becoming mainline ready in due course. AFAICT no one is working on fixing the remaining blockers for e.g. the rtl8723bs code and the rtl8xxxu path is likely a better way forward.
Nevertheless it afaics might be worth asking Greg or Larry if they might be willing to include it as a stop-gap solution until rtl8xxxu is ready to fill the gap, as many distros are shipping this driver, like your said.
From quick googling it seems to be that ath6kl and wlags49_h25 were added to the staging tree for similar reason. But details differ and that was years ago, so yes, maybe they will shoot it down. But might be worth a shot.
