Why was this rpm not included in the "/fedora/releases/7/Fedora/i386/iso" "F-7-i386-DVD.iso" image?
The client is there but not the server.
Will there be a DVD created for the "/fedora/releases/7/Everything" directory?

Well that's inconvenient because I use it all of the time. Now I have to make a special effort to get it and install it.

What does a "test environment" have to do with anything? Put the full repo available somewhere within the test environment. You have to be able to get updates right? The updates apply across the board and may in fact pick up deps on packages not on the DVD and thus you need the "Everything" repo accessable.
