I am in the process of installing i686 and when I yum update, the mirrors went fc13. Is this right or should I stop and wait until tomorrow to install.

That depends on what you want. If you want F12, you can yum upgrade to it now if you get mirrors that have it.
Rawhide moved on to F13 this past weekend. I have a machine going from F12 to F13 as I type this.

Then you have Rawhide repos enabled in your yum config.
