This reproduces in both virt-manager and gnome-boxes. I've attached logs to compare 1st boot and subsequent boot but I can't figure out why domain resolution doesn't work on just the first boot.

Interesting. Same thing happens with Fedora 23 as guest in both virt-manager and gnome-boxes on Fedora 23. First boot, no domain resolution. Next boots do.
