No.
- Do I need to be "root" to do the install?
Yes.
- What do I do with the "Key fingerprint"?
It sounds like they are now signing the rpm package.
- How do I do the install (preferably using "dnf")?

"sudo rpm --import package-signing-key.pub" That registers the signing key with rpm.
"dnf install zoom_x86_64.rpm" That installs the package along with any dependencies if necessary.
