This was a regression bug. swap was not set up on the ppc64le builders and `dnf builddep` goes crazy on memory requirements when installing deps for opencv (more than 7GB allocated) and it hence needs the swap space. I fixed the ppc64le image to use the available free disk for swapping. Please, try it and let us know.
