Yes, I made TeXLive upstream aware of Michael's work, so adopting his work is also an option.

How about asking him to become a mainainer for Fedora first and then, if he doesn't want to, adopting his work.

I asked Michael about adoption of texjive already about month ago and got this reply:

So I asked about the texjive project adoption:
