I can't help but think that these are the sort of files that belong in the lookaside cache and not, in fact, in CVS. Use make upload to place them in the cache, then cvs remove them.
I noticed. I used the cvs-import.sh script that the guidelines told me. The script identified these files as non-binary for some reason (bug?). I removed them and put them in the look-aside cache.

It's done by extension, not by calls to file(1).
