Just for reference for the future, the last part of your url is not necessary (all the part after the ?_csrf). So you can provide a short url by just kicking it out: https://admin.fedoraproject.org/voting/results/poll-rel-names
Thus avoiding to spread an obfuscated url.

The poll should really have run through the regular elections to reach a wider user base.

What do you mean with "regular elections" ?

And now ?
Well, I've missed the announcement of this poll. Where has it been announced?

I haven't received that mail. I've tracked down the announcement in the list [web]archives of "announce" and "devel-announce" list, also found a huge thread of replies in my "devel" list folder, but not the original message. No Fedora Planet post about it either. Strange.
Something has gone wrong here. And one week has not been enough time for me to notice that.

The Board will look at the results and decide whether to stop having release namees for Fedora 19 or to start the process of revising how they are chosen.
If the latter, I'm hoping we'll organize that as a working group outside of the Board (a Board member(s) may organize it but it won't be something that occurs at the Board meetings where things are only public half of the time)

Will the poll results be made public? If so when, if not why?

A link to the results was in the first message in this thread.
Here it is again, just in case:
