This appears to be identical to the OpenSSL linking exception appended to the GPLv2 license file in cryptsetup (https://gitlab.com/cryptsetup/cryptsetup/-/blob/master/COPYING). It's one of a number of OpenSSL linking exceptions that have been in use by GPL projects.
