The part about "provided that rpmlint license stays..." is not clear at all. Are you trying to permit people to sublicense? If so, why not simply use MIT? It seems like you're trying to grant restricted sublicensing... and I'm not sure if that is Free.

What I'm trying to say is, that this piece of code is licensed as rpmlint. Currently, that means GNU GPL.
If in any future, rpmlint license is changed to XYZ, this code is also affected by that change.
Except if XYZ is not GNU compatible OSI approved license.

Please do not create another license. Just say "GPL" and if rpmlint relicense, you will relicense too.

Yeah, I'm strongly inclined to agree with this. I'm not sure if you can future proof your current license to mandate compatibility with some hypothetical future license.
