It seems that due to its dependencies, it would not be acceptable in Fedora.
As far as its code license goes, it is GPLv3, so there is no legal concern there (at least as far as Fedora is concerned).
I cannot really give feedback on whether the xvst software itself is appropriate for rpmfusion, as they make their own determinations.
