The kde-connect package is missing kf5-kirigami and kf5-kirigami2 as dependencies.
Steps to reproduce: Without KDE installed (running XFCE), performing a "dnf install kdeconnect-app". Everything installs just fine. However, when you try to execute the kdeconnect-app, you receive the following errors:
"QQmlApplicationEngine failed to load component qrc:/qml/main.qml:24 module "org.kde.kirigami" is not installed kf5-kirigami"
The above error is corrected by doing "dnf install kf5-kirigami".
After resolving that error another error pops up when trying to run the kdeconnect-app. "QQmlApplicationEngine failed to load component qrc:/qml/main.qml:24 module "org.kde.kirigami" version 2.0 is not installed kf5-kirigami"
The above error is corrected by doing "dnf install kf5-kirigami2". The app now starts cleanly. That said, KDE Connect still doesn't see my phone for some reason. I haven't figured out why that part of of the app isn't working at the moment.

Where are you getting "kdeconnect-app" from? When I do dnf install kdeconnect-app I get No match for argument: kdeconnect-app
Are you meaning just kdeconnect ?

Thank you. Looks like the kirigami2 stuff isn't just an EPEL problem, same thing happens in the latest Fedora Rawhide. I'm filing a bug and getting the kirigami2 stuff fixed. As for why your phone isn't seen, I don't know. I don't use kdeconnect. You might get more help with that on the fedora kde mailing list.
