We held the Fudcon bids election today on IRC, however, on the election a lot of people without CLA +1 has voted it.
It's important that despite we want to host the Fudcon in our country, we have to be aware of the rules, the Fudcon host is something that should be voted by contributors, not by people outside of the project.
So, the election will be rebooted and only the people having CLA+1 will be taking into account.
The election starts today and will be closed the next Friday.

As we do not have a time crunch except one decided on by LATAM, I think you should consider extending you deadline slightly and asking jkurik if you could use the Fedora election system. This would cleanly handle the cla+1 issue and provide good voting protocols.
However, I also think you should consider waiting a little bit longer until the budget has started to get resolved. I would not like to see you select and option to propose to the council that winds up being rejected because there is a resource misalignment.
Lastly, I think it would be valuable for folks to comment on the FUDCon conversation going on in the council list to help better shape the strategy behind this event. That will make the eventually bid package much stronger.

Good morning.
I feel we are stumbling over a process that must be natural and simple. We have three bids and many good ideas.
Yesterday, between the dynamism and the high participation of the users and contributors of LATAM, it was tried to decide which bid would be sent to the Council. The process, somewhat agitated, generated confusion and disorder.
However, talking to Brian and the LATAM Delegates, we find that more value would have to send the three bids to the Council in a ticket, but including a preference order.
Said order of preference will come from the result of the analysis of what happened yesterday. Neville is taking care of that and after this email, he will share what he found.
Important: Pagure Issue #370 will not be considered.
The idea is that Council has an input of what LATAM thinks about the bids and can make the best decision.
Any questions, to order.

I made a recap of the votes. Each vote then was look up to a fas account that has cla_fpca. You should know that cla is obsolete. Most time when people say cla+1, what actually means is fpca+1
There is one vote that I was unable to validate to a fas account. That person did not introduce himself (or herself). Which can also count as not following proper protocol for the meeting.
So the actual result was Brazil 17 Panama 18 Colombia 0
This is a manual process, I possible have made a mistake, but I double checked. So if anybody want to recheck, the info is there. It is almost the same result that Athos presented. I think that he did not have the time to validate each fas account, as he presented the results immediately. Having double checked the log was really tedious, and I have to congratulate Athos for keeping the votes almost in real time.

The voting didn't go well because We got alot of people in a meeting, I think was the biggest meeting LATAM ever had, having a new election using a more professional system will result in our (Brazil + Paraguay) bid winning again.
The people think that the bid is for Brazil because I am Brazilian but my proposal is for a FUDCon Dual Country in a neutral area owned by Brazil and Paraguay.
I have added a photo of the audience that We expect to have visiting our FUDCon in Brazil + Paraguay in our bid,

And yes, I'm aware that cla +1 does not exists anymore, but it is still used when we talk about contributors status on the groups, There are customs that never change
