Changing the default wallpaper in a Fedora Alpha release requires several packages to change:
* f{number}-backgrounds -- new background package * desktop-backgrounds -- settings for GNOME and other desktops to refer to the new images * ?? -- settings for KDE
The Alpha release criteria specify the default background has to look different from the previous release. Therefore, because not all the above changes were coordinated in time, Alpha is in a bit of a fire drill right now to make changes.
Can we come up with a solution to make sure future releases not only get the new wallpaper, but also that the appropriate maintainers are notified, so they can change packages in time for Alpha?

What if we had a stock Fedora Alpha background? It could be made to be really easy to update with a new version number — maybe even something fancy in the rpm build script write onto a template graphic. Or the GNOME Shell background logo extension could be extended to include the version number and an alpha or beta label if appropriate.

Speaking about template graphic, it would be nice to simplify the process with a front-end allowing to easily create the default wallpaper using the existing scripts from the current maintained package. The generator for that wallpaper inside the source was written in ruby and can be used as a starting point.
In addition, it would be great to adapt Nuancier to automatically generate files from supplemental wallpapers with their respective authors and licenses for the incoming beta release.
As the majority of design team lacks experience of building a package and got busy, a front-end to automatically create such wallpaper will be welcome for future release. I will come with a mockup later.
The artwork was ready to go during my leave (3 weeks agi) so I'm not sure what broke down here - I checked before the readiness meeting and the packages had been built. So what exactly is the issue?

It seems like the maintainers of the other packages (e.g. desktop-backgrounds) that enable the default backgrounds in the various desktop environments weren't aware they needed to update their packages. A couple people told me they thought this had happened in the last release, although I don't recall it specifically. So I'm just looking for a way that everyone involved could get notified at the right time to do their part.
That being said, Ray Strode had an idea that might make a fallback easy for later releases:

The last Fedora maintainer of desktop - backgrounds is currently busy with work last time i contacted him. Perhaps assigning to a new maintainer might help. On Mar 21, 2016 1:28 PM, "Paul W. Frields" stickster@gmail.com wrote:

Ah okay. I think the reason this is becoming a firedrill now whereas it never was before is that this hasnt always been an alpha criterion, maybe only the past 2-3 releases. Traditionally we'd considered ourselves in super bonus awesome shape if we had something for alpha; we shifted our schedule earlier to do this regularly to get more feedback on the artwork.

We never had it before that we are blocker and we had several releases, where we had no wp ready for alpha. I am a little bit shocked about it, I had no time to look into the logs of the readiness meeting as I had an event during the whole weekend (Friday-Sunday) and was yesterday out in the province, Kampong Cham for a meeting at a school.
From my knowledge, we had the wp ready and packaged so what is it now?

I think that its been a blocker for 2-3 releases now. I vaguely remember when that became a thing (to help testers.)
If I understand correctly, the wallpapers were packaged but other pkgs like desktop-backgrounds hadnt been updated accordingly.

Correct. I found out recently desktop-backgrounds was not in sync. It looks like my announcement for the availability of wallpapers in desktop mailing list got lost somehow. =(

That's my guess as well. Ideally here's what would happen:
1. Design team preps the wallpaper for release
2. Maintainers of affected packages like desktop-backgrounds prepare changes
3. All the updates (f<n>-backgrounds, desktop-backgrounds, plasma-workspace, others?) are issued in one Bodhi update together
I'm not sure what privileges are needed to do #3 on this list but I'll ask around to find out how that works. If we can figure out hooking up #1 and #2 (maybe with help of the Fedora program manager?), that may make everything easier for all concerned next release.

In addition, srpm f<n>-backgrounds has a ruby script allowing to generate a set of default wallpaper in different layouts (standard, wide) and a set of supplemental wallpapers from Nuancier It would nice to adapt it for seemless integration of the process. I don't know how well that will translate in UI (either GTK, qt or HTML5).

I think we should re-think the wp in general, there are some other things we might solve with it. I would add it to the agenda for the FAD, we can look if we find a good way together and afterwards we can then communicate with Jan as release manager and fesco directly, I think some of the changes need there approval
