The current version of pika in epel needs a newer version of rabbitmq-server if it's running against one of those. RHOSP13 has a newer rabbitmq, and is in fact the one we install on the rabbitmq/fedora messaging cluster.
Install it here and hopefully it will allow things to work with the new pika.

+1 for me, worst case scenario we did what we did last night: downgrade both rabbitmq and pika :)
