The modularity-testing-framework tests use avocado to output nice HTML reports but due to the way that we store and serve the artifacts, the css doesn't load properly. An example (that should work post-fix) is:

I've fixed this in dev and stg already. I'd like to apply the fix to prod. I'd be removing the if statements from this commit.

I got distracted but this has now been applied to taskotron prod and the avocado reports seem to be displaying properly now.
