+1, but isn't this adding another layer on top of the caching that mediawiki already has? I remember having some trouble remembering to flush all of those caches in the past.

This caches at the proxy layer which is much closer to the user and much less likely to get overwhelmed then the app layer since the proxy layer doesn't do much.

We can serve far more people during this time. As far as dynamic content, it depends on what you mean by that. On the wiki we don't really have dynamic content any more then the non-wiki site does. Someone has to go in and make a change. This will delay that change which is why we don't use it under normal conditions, only on release days.
