What do you mean by Pine64 Allwinner V8? Which model? Which image, how did you write out the image? Please be specific in the details.
This is the original Pine64+ 2GB model. Is has SD Card only no emmc. As far as I know it uses the Arm Allwinner chip - V8. These are a few of the releases I have attempted to install using etcher and dd to copy the image. The chip in the Pine64+ is the Allwinner A64 SoC, ARMv8 is the overall designator for the generation of chip ISA that introduced 64 bit.

You need to write out the boot firmware else it can't boot. You can this manually with dd post dd:ing out the image but I suggest you using arm-image-installer. Details are here: https://fedoraproject.org/wiki/Architectures/ARM/Installation
