TBH I'm not sure, I'll dig mine out and see if I can recreate it, I had issues with it previously for something completely different and haven't had time to get back to it to test it further.
I have the Neo Full (both wifi and eth). Other i.MX6 variants work fine with USB.
I thought I'd ask before trying to isolate it (I'll download "udoobuntu").
FYI, I put Udoobuntu on it :

This is Ubuntu 14.04.5 LTS , Linux 3.14.56
Unfortunately this is an ancient kernel with vendor patches, the difference between 3.14 with vendor patches and 4.16 is like comparing an orange to a carrot.. You might also like to try the 4.17.2 kernel on it's ways to testing "dnf --enablerepo=updates-testing upgrade kernel*" I'm going to try to get back to mine later this week, unfortunately I have quite a long todo list for the week.
